1. To share best analytical and learning practices of other high hazard professions for responding to negative outcomes (mass transit accidents, deaths related to surgical error, etc.) that may be adapted to law enforcement.

2. To examine the way “learning systems” can create benefits apart from those offered by more traditional “accountability systems.”

3. To explore the potential for developing an external learning system for review and prevention of use of deadly force by law enforcement officers in Wisconsin.
